HSE Manager

Job Description

ECCO Gulf Majorel Qatar is seeking an experienced HSE Manager to join our team in Qatar. As an HSE Manager, you will play a crucial role in ensuring the health, safety, and you will have overall accountability for ensuring the health, safety, and environmental protection of people, property, and the environment across the project site. Your role will include overseeing the effective implementation of HSE policies, procedures, and regulations, as well as promoting a culture of safety, compliance, and continuous improvement.

  • Overall accountability of Health & Safety of People, property, Environment & Company reputation.
  • Ensure implementation of Company HSE rules & regulations at Contractor project sites.
  • Review Contractor’s project HSE plan and procedures
  • Conduct regular risk assessments and safety audits to identify potential hazards.
  • Ensure compliance with Company's HSE rules, regulations, and industry standards at the contractor's project site.
  • Coordinate and deliver HSE training programs for employees at all levels.
  • Ensure compliance with all relevant health, safety, and environmental legislation.

  • Review the contractor’s project HSE plan and procedures to ensure they meet project requirements and Company’s safety standards.

  • Develop and implement a comprehensive HSE audit and inspection plan for the project.

  • Coordinate and monitor project-specific risk assessments, including Hazard Identification (HAZID), Job Safety Analysis (JSA), and other project-specific safety requirements.

  • Develop and deliver HSE training programs to ensure that all personnel are adequately trained in safety protocols, emergency response, and environmental protection.

  • Ensure that all project staff, including contractors, hold valid certifications for safety courses such as First Aid, Fire Fighting, Confined Space Work, etc.

  • Promote safety awareness across the project by conducting toolbox talks, safety briefings, and drills.

Required Profile

We are looking for a dedicated and knowledgeable professional with a strong background in health, safety, and environmental management. The ideal candidate will possess the following qualifications and skills:

  • Bachelor’s degree in one of the following disciplines: Fire & Safety, Electrical, Mechanical, Chemical, Electronics, Civil, Environmental, Industrial, Instrumentation, Production Engineering, or any other equivalent engineering, or a related field.
  • Minimum 10 years of Experience in Occupational Health, Safety & Environment field as Manager HSE.
  • Work Experience Shall be related to the activities of Construction Safety or Industrial Safety 
  • Proven experience in managing HSE in large-scale construction, industrial, or similar high-risk projects.
  • Strong analytical and problem-solving skills.
  • Excellent communication and interpersonal skills.
  • Ability to lead and motivate teams effectively.
  • Certification in HSE management (e.g., NEBOSH, IOSH) is preferred.

 

Certifications:

  • CMIOSH (Chartered Member) or GradIOSH (Graduate Member) with NEBOSH International Diploma in Occupational Health and Safety, or Certified Safety Professional (CSP), or equivalent from an accredited and recognized International Institute.

  • Valid First Aid Certificate from approved institute.

  • Basic Fire Fighting Certificate from a recognized institute.

  • ISO 45001 Lead Auditor (Preferred).

  • Risk Management (QRA, JSA, HAZID, etc.).

  • Emergency Response & Preparedness.

  • HAZMAT, COSHH, Confined Space work, Working at Height, Lockout/Tagout, Electrical Safety, Lifting & Rigging, Power Tool Safety, Excavation Safety, PPE, Waste Management.

  • Incident Reporting and Investigation, Root Cause Analysis.

 


Skills:

 

  • Proficiency in written and spoken (Arabic & English).

  • Ability to conduct HSE audits and inspections.

  • Excellent training and presentation skills in HSE-related topics.

  • Strong incident investigation skills, with experience in root cause analysis.

  • In-depth knowledge of national and international HSE laws and regulations.

  • Leadership ability to effectively manage project HSE issues.

  • Excellent communication and coordination skills to interface with contractors, project management teams, and Company personnel.
