Spectrum Expert

ECCO Gulf Majorel Qatar is seeking a skilled Spectrum Expert to join our dynamic team in Doha, Qatar. As a Spectrum Expert, you will play a crucial role in managing and optimizing spectrum resources to ensure efficient and effective communication systems. This position requires a deep understanding of spectrum management, regulatory compliance, and technical expertise in the field. You will collaborate with cross-functional teams to deliver innovative solutions and maintain the highest standards of service.

1.      Space Policy & Advisory

·         Support development and implementation of national space policies and strategies.

·         Provide technical advice and participate in national/international space initiatives.

2.      Spectrum Licensing

·         Manage regulatory frameworks and processes for issuing, renewing, and canceling frequency licenses.

·         Maintain license databases and ensure compliance.

3.      Spectrum Planning

·         Optimize spectrum usage and update national spectrum plans.

·         Coordinate with international bodies and address ITU obligations.

4.      Type Approval

·         Ensure compliance of telecom equipment with standards.

·         Conduct inspections, testing, and issue supplier permits.

5.      Spectrum Monitoring

·         Monitor frequency use, detect interference, and conduct field tests.

·         Support spectrum audits and operate monitoring systems.

6.      Tools & Systems

·         Utilize tools such as LS Telcom SPECTRA, CHIRplus, MONITORplus, and Kratos MONICS.

·         Operate spectrum analyzers, direction finders, and QoS tools.

Required Profile

 

We are looking for an experienced professional with a strong technical background and a passion for spectrum management. The ideal candidate will possess the following skills and qualifications:

  • Bachelor’s or Master’s degree in Engineering Sciences, preferably with a specialization in Telecommunications or a related field.
  • Proven at least 5 years experience with spectrum management tools or systems (e.g., used systems or other market-standard software), and regulatory compliance.
  • Background in regulatory environments and spectrum licensing processes.
  • Familiarity with ITU regulations and international standards governing spectrum use.
  • Relevant work experience in GCC countries is considered an advantage.
  • Excellent communication and interpersonal abilities.
  • Strong technical background in telecommunications and ICT (e.g., fixed and mobile technologies).
  • In-depth knowledge of wireless/radio technologies and applications.
  • Ability to assess and identify areas impacted by regulatory or technical actions.
  • Ability to work collaboratively in a team environment.
  • Strong verbal and written communication skills in English.
  • Proficiency in Arabic is desirable.
